James (Jim) Kirby is President of Pharmacy Benefit Management (PBM) and Enterprise Growth for Kroger Prescription Plans and Kroger Health, where he leads the strategy, expansion, and transformation of Kroger’s PBM and integrated healthcare platform. He is responsible for advancing a transparent, clinically driven PBM model while scaling enterprise growth by connecting pharmacy, clinical services, and nutrition into a unified value proposition for employers, health plans, and patients. Jim’s vision is to fundamentally redesign pharmacy benefits and community-based care—shifting from fragmented, transaction-based models to an outcomes-driven approach that aligns incentives, simplifies pricing, and reinvests savings into member health. Under his leadership, Kroger is advancing a next-generation PBM centered on transparency, cost predictability, and clinically integrated pharmacy networks, with “Food for Health” embedded as a core component of managing chronic disease and total cost of care. A pharmacist by training, Jim has built his career at the intersection of clinical innovation and scalable execution. He has led the development of programs in medication management, adherence, transitions of care, and chronic disease management, consistently linking frontline care delivery to measurable outcomes. He has extensive experience structuring partnerships across employers, health plans, health systems, and pharmaceutical manufacturers to drive aligned, value-based models. He began his career in community pharmacy and has held leadership roles across community practice, health systems, specialty pharmacy, and managed care. Jim has contributed more than 50 publications and presentations across national conferences, academic forums, and industry settings, and co-developed pharmacy residency programs with the University of Cincinnati. Jim earned his BS in Pharmacy from The Ohio State University and his PharmD from the University of Cincinnati.
